As Executive Director and Co-Founder of the LiDAR Saving Lives Public Safety Coalition (LSL), I am writing to reaffirm our unwavering commitment to a mission that has never been more urgent: to eliminate preventable crash deaths by transforming how vehicles and roadways communicate with emergency services.

LSL is a California-based nonprofit public benefit corporation dedicated to building the nation’s first Next-Generation 9-1-1 Crash-to-Care Ecosystem. 

Our mission is clear—to bridge the gap between a vehicle’s airbag deployment and 9-1-1 awareness using real-time data, while seamlessly enabling the autonomous dispatch of Drone First Responders (DFRs) to the crash scene for faster, more informed care.

At the heart of this commitment is our belief that advanced connected vehicle and roadway technologies—specifically LiDAR-driven crash sensing, automated IP-based vehicle-to-9-1-1 data transfer, and aerial situational awareness—can and must be harnessed to address the #1 cause of preventable deaths following a car crash: severe blood loss.

Through research, development, testing, and demonstration projects, LSL is working on behalf of the broader automotive industry to standardize how software-defined vehicles (SDVs) communicate crash events directly to emergency communication centers in under 3 seconds. 

These efforts are not only pioneering new safety standards but also helping our cities and first responders unlock the power of real-time data-driven emergency response.

Our coalition is made up of forward-thinking automotive companies, public safety agencies, technologists, and public policy leaders who share a common vision:

A future where no one dies waiting for care.
 

To that end, LSL remains steadfast in executing our public benefit objectives:

• Developing and validating next-generation crash notification protocols, including the Airbag Deployment Automation Protocol (ADAP), for real-time integration with Next-Gen 9-1-1.
   
• Deploying LiDAR-driven crash sensor roadway infrastructure and vehicle sensors to support autonomous situational awareness for first responders.
   
• Accelerating the launch of 9-1-1-Connected DFR technologies to deliver critical real-time aerial situational awareness and reduce EMS response times.
   
• Collaborating across sectors to unlock public/private funding to facilitate national demonstration projects under programs like USDOT’s Safe Streets and Roads for All (SS4A).
